Man out on bond is caught masturbating outside a 12-year-old girl’s window: MDSO
A 12-year-old girl ran into her father’s room in the middle of the night after hearing a knock on her window and seeing someone lingering outside. The father checked the home’s surveillance footage, which showed a 26-year-old man masturbating outside the girl’s bedroom window, according to the Miami-Dade Sheriff’s Office.

Deputies say Fabian Izaguirre Cepero returned to the Cutler Bay home five times on Monday and engaged “in the same conduct,” according to his arrest affidavit.
“In each surveillance video, the defendant is observed arriving in a white four door sedan before approaching the [victim’s] residence,” the affidavit reads. Deputies say Izaguirre Cepero’s face and clothes were visible in the footage.
Detectives say Izaguirre Cepero frequented a Chevron gas station at 20490 Old Cutler Road, where they were able to get a clearer image of the car through surveillance footage. The car was later found at Izaguirre Cepero’s home address at 20501 Manta Drive, according to his arrest affidavit. The home is within one mile of the 12-year-old girl’s.
A records check of the car’s license plate led back to Izaguirre Cepero, deputies say. Deputies surveilled Izaguirre Cepero’s home and arrested him when he got into the sedan on Tuesday. He was presented with the video evidence though he said he was just “walking around,” per the affidavit. He is charged with five counts of voyeurism and one count of indecent exposure. He remains locked up at the Turner Guilford Knight Correctional Center as of Wednesday on a $3,000 bond, jail records show.

Miami-Dade County court records show this is not the first time Izaguirre Cepero has been accused of sex crimes.
Izaguirre Cepero was out on bond during his most recent arrest. On April 9, 2025, Izaguirre Cepero was arrested and charged with video voyeurism after being accused of filming a woman in a changing room at a Miami Beach Target store. During that investigation, detectives obtained a search warrant for his phone, which had files of child sexual abuse material, police say.
He was charged with 17 counts of possessing sexual performance of a child, but court records show seven of those counts have been dropped. Records show Izaguirre Cepero has a plea hearing set for Aug. 14 for the remaining charges.
