Feds arrest a Broward man accused of delivering stolen luxury cars

A Broward County man already facing a local grand theft auto charge was arrested by federal agents last week as part of their investigation into thieves stealing high-end cars and having them shipped from New Jersey to the United Arab Emirates, according to a criminal complaint.

Hakam Shahin, 29, from Oakland Park, was arrested in early July in a joint Broward Sheriff’s Office and Miami Beach Police Department operation. Investigators say he delivered a BMW to a Plantation church parking lot that was reported stolen from a car auction in Kissimmee.

While police watched Shahin deliver the car, he also removed the BMW’s factory-installed GPS tracking system, according to his arrest report. After he was arrested and read his rights, he told officers that he was instructed by a man he only knew as Michael to pick up the car and drop it off at the church parking lot, as well as to remove certain cable from the vehicle, according to the report.

He was released after posting a $2,500 bond on July 9, according to court records.

U.S. Marshals arrested Shahin again on Friday after Homeland Securities Investigations agents linked him to a group they say steals luxury and sports cars from all over the country, delivers them to a shipping container lot in Newark, New Jersey, and then sends them to overseas buyers, according to the complaint filed in the U.S. Southern District of Florida on Monday.

Shahin is the only member of the group named in the complaint, but the document states he had several co-conspirators.

The investigation began on April 30, when agents staking out the lot saw a 2025 Range Rover, a 2026 Cadillac Escalade and a Mercedes-Benz G-Class SUV parked there, according to the complaint. The Range Rover was reported stolen from Florida, the Escalade from New Jersey and the Mercedes from Texas, agents say.

On May 1, agents watched as a person dropped off a Bentley Continental at the lot, according to the complaint. The car was reported stolen from Florida in late April, agents say.

On May 11, agents watching the lot saw a man they identified as Shahin exit a Dodge Ram pickup that was towing a trailer, the complaint states. Shahin walked from the Ram to a shipping container that had a 2026 Porsche 2D and a Land Rover inside. Agents later found out the Porsche was reported stolen from Michigan and the Land Rover was taken from Illinois, according to the complaint.

The man driving the Ram unloaded a 2018 Lamborghini Aventador from the trailer, the complaint states.

On May 14, one of Shahin’s co-conspirators made a reservation for a shipping container on the lot to be loaded onto a vessel bound for the United Arab Emirates, the complaint states. Law enforcement intercepted the container on May 20 before it reached Port Liberty in Staten Island, New York, according to the complaint.

The container had the Lamborghini Aventador and a 2024 Chevrolet Corvette, both reported stolen from different areas of Florida earlier that month, agents say.

On June 2, agents watching the lot saw Shahin drop off a Porsche, and then leave in a ride-share car, according to the complaint. Four days later, a tow truck dropped off a 2024 Lamborghini Revuelto at the lot, and Shahin arrived there in a 2026 Volkswagen Tiguan. Agents determined the Tiguan was rented by Shahin, according to the complaint.

On June 8, agents intercepted a tow truck transporting the Porsche and Lamborghini to the Port of Newark. They found out the Lamborghini was stolen from Tennessee on June 5 and the Porsche from Florida on June 9, the complaint states. Again, the cars were bound for the UAE, agents say.

The complaint also states that agents intercepted several text messages between Shahin and other members of the group discussing counter-surveillance techniques, including avoiding Flock cameras when driving, and warning each other about possibly being followed by police when they were driving the stolen cars.

Shahin was in Broward County’s main jail in Fort Lauderdale Monday on a U.S. Marshals hold on a charge of conspiracy to transport stolen vehicles. Information about his legal representation was not available on either his Broward County or federal dockets.
