A Miami-area plastic surgery center is on a 2-year probation. Here’s why

Two years and eight months after the Florida Department of Health filed an administrative complaint detailing violations by Dolls Plastic Surgery, 18205 Biscayne Blvd., the center entered a settlement agreement agreeing to a two-year probation and to bring in an independent certified risk manager to assess its practice.

That risk manager’s assessment will include suggested “quality assurance improvements.”

Dolls “shall comply with all recommended improvements, if any, in the quality assurance report and the risk manager shall prepare a follow-up report verifying compliance with such recommendations,” the settlement agreement says.

The probation means Dolls will be inspected at least twice a year — most places are inspected once a year — and that might be on top of routine inspections. Inspection refusal means immediate suspension of Dolls’ office surgery license.

Dolls is owned by Heriberto Martinez and Leo Campus, according to the staff listing filed with the Department of Health. The designated physician, the doctor in charge of rules and statutes compliance, is Dr. Carlos Augusto De La Hoz. At the time of the 2023 inspection, it was Dr. Keith Berman, who remains at Dolls as a surgeon.

During a February 2023 inspection, Department of Health inspectors learned that at least one Dolls surgeon pulled more than 4,000 cubic centimeters of supernatant fat from a patient during a liposuction. The maximum allowed by state statute is 4,000 ccs.

Inspectors also found at least one instance of a liposuction in excess of 1,000 ccs of supernatant fat being performed while another procedure was done on a different part of the patient’s body. For example, such a liposuction cannot take place while the patient was undergoing a nose job.

Also, at least one Dolls doctor, the administrative complaint said, skipped steps in pre-operative risk evaluation of anesthesia and the surgery to be performed or at least failed to document taking each of those steps.
